In 2010, activists opposed to infant circumcision, known as intactivists, launched a campaign to introduce a measure in San Francisco’s November 2011 ballot aimed at prohibiting all non-essential circumcisions of minors. This initiative was led by the Bay Area Intactivists group, leveraging a bill drafted by Matthew Hess, who is the creator of the San Diego-based intactivist website MGMbill.org, with MGM signifying Male Genital Mutilation. Hess is also the author of “Foreskin Man,” a comic book featuring a superhero dedicated to thwarting circumcisers and rescuing infants.
